Most weatherproof fireplace damper?

For a refurb on a Victorian coal fireplace, about to become a gas fireplace, does anyone have any thoughts about the best way to limit the heat loss through the fireplace and cut drafts?
I assume:
Damper
Glassfront
But what else? And what particulars, if any, for the damper and the glass front…

The dampers that seal at the top of the flue work best IMHO. As a side benefit, they keep the snow and rain out too.
If you get a gas unit with sealed combustion (combustion air comes from outside), and an airtight housing, that would work too.
Dampers are not intended to keep snow and rain out . they are used to control air (heat) flow.
An approved weather 'cap' on top of the stack is what is used to keep out the snow and rain.
How is snow or rain going to get past the top of the flue when it is covered by the dampner?And BTW, how are you going to install a cap on the flue when the top of the flue is covered with by the dampner?
This type is both a damper (that really is the term they use) and a cap.
