Backer board (plywood) is required to space it off a wall that is presumed to be damp (that's why).

*It's my understanding that a backer is required by the NEC. I blieve for the possible high moisture / dampness Jeff mentioned and to reduce the chances of condenstation.In my neck of the woods (NW OH) maybe 5% get the plywood behind, most of them don't and the inspectors don't seem to care (and we don't see many with moisture problems.)I'd do it, myself.
*You will probably want to attach a lot of other stuff to the plywood board too...so make sure it is big enough to extend past the sides and bottom of the service panel itself. We always give it a quick coat of gray paint and attach it to the wall with drive in anchors. It makes the installation look neat and professional.
*Plus it gives you a place to put the final staples in to tidy it up. It is code in Canada to have a backer
*It is code where I live and in most other areas to put drywall behind the panel. This is because the panel creats heat the drywall will stop any combustion.
*For some bizarre reason that no one has ever been able to explain to me, we have to paint our boards black. It's a no-kidding red tag item.
*Do not use drywall. And BTW unless type x, drywall not considered non-combustible (nor is plywood of course). Fires aren't the issue - it's moisture.Jeff
*Most panels have mounting holes that are raised, hence the panel is away from the wall anyway. Plywood is standard here.fv
