Yes. But it would be counterproductive. You want to dump the heat or cool AWAY from the building, otherwise you end up heating the ground next to your basement in the summer, and adding coolness (removing heat) from the ground near the basement in the winter. Even with good insulation, between the ground and the foundation, you'd end up working against yourself in my opinion.
