i am going to be building an addition to my house next to a part of my house(kitchen) that overhangs my foundation by 6 feet, and is supported by a concrete filled lallt column on each end. HOW do i tie in my new block foundation wall to the 4 inch lally column????

Iwould run the new foundation all the way back to the old one and incorporate the lally within the wall
See a structural engineer? Maybe consider eliminating the columns in favor of columns incorporated into your new block wall. Not sure what you mean "lallt". If the column is metal ... weld some reinforcing to it that runs into the CMU (block wall) and ties into the wall rebar. Another might be to surround the colums w/ your new block wall. Also depends on how the structure of the addition is. Does it share bearing w/ the existing line of wall of the kitchen or maybe it's a non bearing wall? I take it the new foundation wall is e.g. a crawlspace condition? ... food for thought. Maybe I'm not getting your condition right.
