Tell your councilmen to check with a vet or two ...
preferably one that knows a thing or two about outdoor animals ... hunting and sled dogs for instance ...
and ask how smart a heated dog house really is ...
Heated dog houses can lead to a very sick animal. Some minor issues about messing with an animals natural ability to adapt to winter weather ....
Bringing them into the house in extreme conditions is probably alreay covered under animal cruelty laws anyways ...

Well they did drop the requirements for heating it.
And the articles did say that there where already cruelity laws that covered it.
But that did not stop them from passing the law regulating the "design" of the dog house.
well of course ...

Gotta get on the horn to the good folks at PETA.
See if they can picket the legislature to demand building codes and central heating for bird houses. I think water testing for bird baths should be considered. Maybe tiny plumbing fixtures. Tiny low-flow toilets. Nutrition labeling, need to look into writing that concerned birds can read, on bags of bird feed.
Of course this begs the question: Are we providing a culturally redeeming and enriching esthetic environment for the raising of baby birds? Chick welfare departments to make sure that adult birds are doing their duty and to take up the slack should disease or a cat interfere with healthy development.
