Use proper prep and flashing details to install weathertight windows before the water-resistive barrier goes on.

You could go to a good masonry supply. They have graffiti remover that should help w/o damaging the brick. Best of luck.

This is a serious deal to contend with . I have removed most by a pressure washer and chemicals. But at best its not very pretty because it also cleans the brick, where the rest of the brick is not cleaned . Paint on brick is a serious taboo. I have not tried the above post but I would like a name of it .
