when putting it on horizontal we use the rough side out…with the red lines 16oc. But when we platform frame the wall we put it on vertical and dont care which side faces out. Does it matter?

No. On roofs one side is not as smooth and therefore better to walk on. Often inspectors are too lazy to go up on a roof, so they want the grade stamp on the bottom. If you have a wall with shear on both sides, you should put the grade stamp out, where the inspector can see it.
*daflash, the osb is treated on the smooth side. It has a water resistant property to it that prevents the absortion of condensation.put the rough side out, and use the stripes to locate your framing members.Blue
*Not so Blue Eyes. OSB is manufactured with a screen attached to one side of the press. This was done soley for the purpose of providing a rougher surface in order to make it safer for roofers. The smooth side is smooth because the press platten is smooth. The shiny and somewhat waxy appearence is only due to the resin that coats the strands and creates the bond.Al
