how old are the walls? Your concern about the oil residue leftover by the forms makes me think this is new construction. Fresh concrete shouldn't be painted until its at least 6 months old.
Form release oil may not be your biggest problem either, the alkali in the concrete may resist any coating unless it has been rinsed and allowed to dry.
the walls were poured in 2005.
