I have a large surface area of steel deck railing that I need to strip, de-rust, and repaint.
Constraints would be damaging the deck surface, and the awkward shape of the steel posts and crossbars. Mechanical removal by palm sanding or oscillating tool would be difficult at best for the small areas.
Should I try a chemical method (paint stripper followed by derusting solvent) or try some kind of dustless sandblasting method. Or are there any other methods I’m not aware of?

I would hire a pro to bead blast and prime. Or, remove it all and take it to a powder coat shop. They will sandblast and bake on a nice coat that will outlast even a good pint job. Steel rails are very hard to clean and paint well.
