The paint on my window sills has flaked and weathered; allowing the wood to get wet. The wood is still solid, but it appears to be damp below the surface. I want to paint, but I’m sure it won’t stick unless the wood is dry. The sills are always exposed to the weather. How do I dry them? Is there a wood treatment that can be applied to damp wood? I’m stumped. Any suggestions?

Window sills(ext) commonly exhibit this condition-perhaps because they were painted when wet.
1.Wait until they are dry!!(If you are in the Northeast this Spring this will prove to be the most frustrating aspect of the project)
2.Sand the surface to rough up bare wood, and "feather" the edges of the existing/remaining coating.
3.Prime all bare wood w/ an oil-based primer.
4.Topcoat w/ 2 applications acrylic paint/stain of your choosing.
If mold/mildew/algal growth are present,eradicate these w/ a 10% bleach solution first...Best-LRZ.
