Building inspector comes tomorrow to inspect our stem wall. I believe we’ll be in good shape. Question I have is pretty easy and proably does not need to be asked but I want to make sure I do the pipe sleeves correctly. All the nice photos of ICF walls show piple sleeves thru stem walls perfectly perpendicular to the wall. Is there any reason why the sleeves couldn’t be put on an angle to provide a direct line, say for example, from say the electric meter base (80 feet from house) to where the panel will be in the garage? Thanks for any feedback.

No reason you can't do any angle you want. You will be cutting eliptical holes though, if going through the ICF's,. In standard forms the pipe sleeve woud be cut on the angle and nailed inside the form. A little easier, but still a PITA.
Fittings for PVC conduit are cheap. A 45 degree sweep is a whole lot easier to glue in place than jackin around with cutting angles on sleeve pipes.

As DaveRicheson asked --- why do you want to do it since it is easier to change the angle once outside of the wall? Perhaps trying to eliminate a conduit bend to make the wire pull easier?
