I recently installed some plastic laminate over a previous layer of PL. It was clean & solid, and the substrate was also in excellent condition (the lady just didn’t like the color.) I cleaned the surface with TSP, then scuff sanded and vacuumed; applied a couple of coats of Lepages contact cement to both the old and new PL. Two weeks later it’s lifting. What went wrong and what can I do to fix it?

If the problem is with your work try heating with an iron, use something like brown paper between the iron and laminate to protect it.
If it's the first layer you are probably out of luck. I've seen that failure too many times and it's the reason I won't relaminate anything.
Can not diagnose this one. But, the problem could be with stale contact cement or lack of bond to the old laminate. Tear it up and start over again.

One thing I have learned is that when ya relaminate you can't rush it. Be sure that the adhesive is almost too dry. If it is not dry enough it will come up. Heat will reactvate the adhesive most if the time. I have even reactivated fairly old stuff.
Thanks - heat seems to be the answer, certainly it's the least expensive - if it works!
