A friend of mine had hardwood flooring installed over particle board over a black, plastic material over concrete. The black plastic material is dotted with round, flat-topped, approx. 1/4 inch tall, approx. 1/2 inch wide “conical frustrums” (cones with the tops cut off) each with a hole in the middle and about 1 1/4 inch apart which face downward against the concrete creating an airspace between the concrete floor and the surface of the plastic material. Does anyone know anything about this plastic material? Is it designed for use over concrete? Is it supposed to be attached to the concrete in some fashion? Who makes it?
Any help is appreciated.

HD/Lowe's/lumberyards carry that stuff and it is designed for use directly on concrete.

I've used a similar product called Delta-FL (it's gray, so I know it isn't the same). It is intended for use over concrete, and it floats, you don't need to attach it, though I suppose you could spot glue it if you wanted to.
