I am building a vanity for our master bath and I’d like to move the sink over to the right about 12″ or so . Can I just run PVC parallel to the floor to span the new distance or must I have the existing piping coming from the wall moved over 12″ so it directly lies under the newly-postioned sink as it exists now? Thank you.

Twelve inches you can do pretty much any way that works. If it got to be several feet you'd have an issue about the distance between the trap and the vent pipe.

But....But....doesn't that apply only to blue states? Don't you have to offset to the right in red states?
And, if you are making tea, don't you have to move it at least twice as far to the right?
Those are confusing details that I didn't want to get into. I'm all for clarity and logic.
