I recently brought a large amount of dirt into my backyard, filling a previously brackish area and creating more useable yard. I now need to replace my current fencing to keep the dogs in the new yard. I have an inground pool in my backyard, and currently have a 4′ chainlink fence around the previous sized yard. I did this quickly, as I was able to get the 40-50 loads of dirt needed for free from a local commercial jobsite. That being said, I haven’t been budgeting for a huge fencing cost. I plan on doing privacy fencing on the sides, as they will actually provide privacy; but I was hoping to save money by putting a split rail across the back portion where privacy is not needed.
Is split rail typically acceptable for insurance requirements around a pool? I live in Atlanta, and I’ve read that some municipalities restrict fences that kids can climb over into your pool area. If I put the wire mesh on the neighbor side of the split rail fence, do you think this would be acceptable? Doesn’t seem much different from the 4′ chainlink I have now. Any thoughts?

Only your local JHA and insurance carrier can tell you if a split rail fence would meet the pool fence requirement.
My guess is that it won't since the objective is to keep unsupervised toddlers away from the pool. A split rail fence probably wouldn't even slow one of them down very much. - lol
Our municipality requires a 5' high metal fence around a pool. Only a 4' high wooden fence is allowed around the rear yard perimeter. So here you would be required to have one fence minimum (around the pool) and another fence for the yard.

As already stated, you should contact the powers that be and your ins co.
Some areas require six foot fence that cannot be climbed easily. That means the horizontal rails of stockade must be on the INSIDE of the yard with the pool. Also, normal chain-link spacing doesn't meet requirements since it is easily climbed. The smaller spaced chain link is allowed though, even tho barefoot toes can easily climb the fence.
