I recently installed 4 – 8′ two bulb channel lights in my garage that I salvaged off of a job site. After cleaning them up, wiring them and installing new bulbs, I have noticed a annoying hum and the bulbs flicker. I bought new ballasts and installed them and the problem continues. It was above 50 degrees when I did all of this. Is it still too cold?

check voltage rating on lights. Compare to your house's voltage 120v?
The end connectors damaged?
It's been my experience that 8 footers are often prone to hum (and try playing an AM radio in the vicinity!) unless you get electronic ballasts.
I usually go with 4 footers if I'm after economical fixtures.
