It is easier to install cabinets over a fully finished floor. the other advantage is appliances that fit under the counter are going to fit. You can also hide seams & bad cuts under the cabinets. The down side is it needs to be a durable floor covering like ceeramic tile. Vinyl requires careful movement to avoid damaging it.
*I prefer to put my cabinets over a finished floor. I can make the tiler look good, doesn't work out so well the other way, plus they can do a lot of damage to cabs. Rob is right about the appliances too. as far as I'm concerned, the cabs go in last except for the final coat of paint.

No worries about appliance height, etc. b Cons:b Watch out on your full-height cabinets!If you've got a 96" pantry and an 8' ceiling height, you may be in for a bit of creative cabinet modification.
