Working on some condo renovations and have a bunch of non-load bearing walls where the bottom plate is sitting directly on the concrete floor. The rest of the floor(and the tiles that are directly over cement) haven’t suffered any damage so the floor is relatively moisture free and it’s just a portion of the bottom sill that seems to have rotted a bit; the walls are a mix of sheetrock, blueboard+plaster, & lathe+plaster and since they have the other side in the neighbor’s apartments they can’t really be demoed at this time. Anything that can be done to slow their deterioration, should I sand and prime the wood? How about cutting strips of felt paper and placing that on before I put the baseboard back? I know the walls will need to go down eventually but as of right now the bottom 1/2 of the lowest of the two plates is the only damaged part it’s not something that’s happening on this project.

first, treat with Boracare or one of the other borate preservatives. It is inert and non toxic to mammals so safe for interior space like that.
It will make the bugs uncomfortable and will prevent growth of micro-organisms.
Then use one of the epxoy repairs like Abatron's to restabilize the wood
