I’d like to locate my meter base and service entrance panel back-to-back on an exterior wall about 6″ from a single story window in the laundry room. However, as I understand it, the code mandates that service cables be a minimum of 3 feet from any window opening. Is that referring to ALL service entrance conductors or just the service drop cables going to the weatherhead?

The answer will depend on your local electric utility's specific rules. Take a look at their website, hopefully they have an installation or guidelines manual available. I just looked at the website of one of the companies here in Minnesota, and they show the riser pipe can be closer than 3 feet, if the weatherhead at the top of the riser is higher than the window. This is just an example - again, check with your local utility.
