You might try a TSP/bleach solution and a scrub brush. Rinse with the power washer. If that doesn't work, try a mild muriatic acid solution. If your pavers are dyed, try a small, preferably hidden, section first to make sure the color won't be affected.

Try a bigger pressure washer if all you've tried so far is a 1200psi 2.2 gpm type.
