I’m the new owner of a new home and the contractor failed to provide adequate drainage on the driveway,,,its about 18 degrees and feeds right into the garage with only a 3/4″ lip at the garage entrance…any ideas on how to retro a fix on this? …and how difficult is it to retro the grate that should have been installed originally?

I would check with the contractor first. You might also have some legal rights if the contractor fails to correct the problem, since this is a design flaw. The difficulty to correct this problem is impossible to determine from your post, too many details are missing.
I realize where I'm heading is for the contractor to repair( or the next step of legal action) but he is still of the opinion that this is a sufficient situation- even tho water has encroached 6' into the garage-I'm trying to have information to fire back at him when he tries to minimize the solution...I appreciate your help
I think it would be most peoples opinion that water should not normally run into the garage. That is a very annoying problem which would be hazardous in the winter if it were to freeze. At any rate, a damp floor is not acceptable. Take pictures for proof, and don't allow the contractor to buffalo you. A good contractor will fix the problem.
Normally I am not a believer in the government for fixes, but they may have an inspector that can tell you what the approved fix should be. Not such a big job to install the grate and drain pipe, IF there is somewhere that gravity can take the water. The real problem starts when there are upslopes on both sides and deep trenches or pumps become needed. Stay on him, and get those pictures, with dates, to show how often it occurs. Good luck!
