I want to add a room above the garage of my house. It will be framed using 9-1/2″ I-beams and I think filled with insulation batts. Is some sort of baffle needed to allow ventilation from the eve to the vent in sunny San Francisco, ca area?

Greetings bill, As a first time poster Welcome to Breaktime.
That subject has been addressed here on Breaktime a number of different times in the past.
In the event you fail to receive the information you desire, you might find it in the archives.
If you scroll down in the lower left corner of your screen there is a search function that will take you to previous threads dealing with whatever you type in the search bar.
If you type in 'insulation' , 'venting' or other keywords of the subject matter you'll get a large supply of data from those old threads.

Hi Bill, can we clear up a couple thiongs?
I'm sure you will not be using Ibeams to frame a whole room. Maybe you meant I joists and that they would be used for either the floor or the roof or both. You would probably use 2x4s for the walls of this room, right?
See when you say "it" you are referring back to the previous noun used, "room"
so I also assume you will not be filling the room with fibreglass batts, even tho the grammar seems to indicate so. But to answer, I still need to know if it is the floor between garage and room add-up or the roof joijsts that will be the repository for the FG batts
in roofs, there are ways to design ventless and vented, but it is a complicated subject. Your fist assignment is to ask the Q at the building department because some of them have antiquated restrictions that are not based on current standards of best practice.
