My house is about twelve years old and the rubber gaskets on the PVC pipe vents
have dried up, allowing rain to drip into the house/attic. Is there any mechanical fix
for that, besides yanking the whole thing out and installing a new one? Caulk may
work for a little while.

Sorry I can't remember the manufacturer, and maybe somebody else will, but they are a plastic skirt or collar and look sort of like a large-mouth funnel (upside down) that you slide down over the pipe. They fit very tightly around the top, and bottom skirt flares out enough to cover the original neoprene collar that has deteriorated.
