Guy swears by round plastic cap roofing nails to prevent tearing of felt. Personally, never had much trouble with regular roofing nails, except in a high wind.
He’s taken over a month and a half replacing a 20 x 40′ asphalt shingle roof. Rectangular shape 30deg pitch. had to replace 40 1 by boards.
Bit long,no?

Or maybe he is making the job last forever on purpose because he needs money.and he needs money because he is otherwise unemployable because he is so slooooow.Big Q comes to mind for me - is the OP just a nosy neighbor or the HO while this is going on?

vote neighbor...
he said he used roofing nails on felt... so he's more than likely familiar with roofing...
also he didn't get the job so it's now under the critical eye...

OK.
He's going into his second month of overdue rent to me. That, plus he's doing it for his brother should be plenty of motivation. He's working on it full time. If it wasn't two hours away I'd check it out.
So, in other words, he owes you and is just 'saying' that he will pay you as soon as he finishes this job and gets paid for it.Maybe you can get paid from the returnables deposits on all the bottles they are finishing off up there...LOL

Do you use hand driven caps or pneumatic? I bought a grip rite cap nailer off ebay new, but display model, for 24.50. Works great. Why no one else wanted it I don't know. Its the same as a Senco, also made by pneu tools lists for $230. I ordered the caps from Tool Authority ($29 for 2200), they had them at my house the next day. The nearest supply house that had them was 30 miles away. The only real shortcoming is the staples are only 5/8 long, so it's not versatile for using on foamboard etc.I was putting up felt on sidewalls and the wind was killing me. Regular staples kept ripping out. I couldn't easily hammer in button caps because of trying to hold up felt in the wind on a 32 foot ladder. It was still a pain, but doable.
