I’m preparing a safety presentation and was presented this scenrio.
Take a look at FHB #150 page 4 (Framing a dramatic dormer) What type of safety equipment should he be wearing? Imagine that it is not on a dormer but on a ridge and falls between the trusses. (Had this type of accident happen to a Habitat volunteer.)

My understanding is based on a conversation with the safety man at a large job.
If there is a properly built scaffold system with toe-, hand- and mid-rails, fully decked at or near the eave line, he may not need any fall arrest system.
