If it hasn't been painted since it was installed, misting it with a sprayer might soften it. If it's been painted over, you're SOL. Given it's age, it may contain asbestos. Sub it out.
Have it tested for asbestos. Some of these "popcorn" ceiling spray applications had asbestos in them.
it's unpainted and never thought about asbestos, thanks for the tip, I'll get it tested.
Good news it's not painted. Mine is and it's a real bear to remove. If it does have asbestos one option is to skim it with 3/8" sheet rock.
