Sheet Vinyl on top of Concrete porch floor

Hello we recently moved into a new home. There’s a screened porch on a concrete slab. On top of that is sheet vinyl. The vinyl is coming up at the seam and i see that there’s moisture between the vinyl and the concrete. Sometimes i see moisture on top of the vinyl too.
How can i fix this? If i put down a 6mil vapor barrier, how will i reattach the sheet vinyl? Any advice is appreciated. I’m located in little rock arkansas so we have freezes as well as high heat

That is a terrible option for flooring for your condition. Sheet vinyl is not recommended for slabs. You can get away with it sometimes if there is a good vapor barrier under the slab. I would imagine that you do not have a vapor barrier under slab as it was probably built as an exterior slab. All the ground moisture is wicking up through the slab and releasing the glue (along with a lot of mold probably). I would remove and install a breathable material like outdoor carpet. Or install tile which can resist the moisture. Can install floating decking or decking on sleeper system as well.

I hear u and it does seem like it was a terrible flooring idea but I need a way to try to salvage it and make it work.
I was thinking drylok for floors on the concrete but that’s pretty expensive for how many gallons I’d need. If I add visqueem that might b the cheapest option but will the sheer vinyl sit flat on it without adhesive? Anyone have any other

I removed the sheet vinyl, cleaned well, then put 6mil visqueen on concrete, and then loose laid the sheet vinyl back on. today it rained and was about 80 degrees, floor was wet all over again. Any other suggestions?
