Hi A. Dettbarn.
What I do in such circumstance is as follows:
Lets say the holes are in center, for ease of explanation. Measure your sister and the joist from either both at top or both from bottom. Mark the location of the wires and drill holes in sister.
Next, cut through the centerline. Remember to mark sister as to the two halves, which is top and bottom.
PL 400 the top and bottom halves together, and again to joist, with adequate ooze.
The joist hanger will need shim at sister, if you use a 2x8 sister for a 2x8 joist, because of the saw kerf. I like to cut a 2x10 for a 2x8 joist, especially when working in old homes.

*Even if you can't disconnect and pull back the cable, what about cutting it, pulling it through, and installing a junction box (which would have to remain accesable)?
*Bryan, most electrical is run so damn tight that two junctions are needed. Cut the wire, install one box, and the wire-ends won't meet with enough overlap to make up. A new run of wire between the first box (from source) and the second box (to the load) will be needed to supply that missing inch or so.
