Looking at a 140 X 140 ft. building lot with a 22.5 utility easement running front to back on right side. The actual gas line is 21 feet from the right property line. Driveway on left side will require 25 feet for backing out of garage so moving the house (plus 2 ft for side set back) as far right on the lot is necessary. what is the minimally safest distance for siting a house next to a gas line, given excavation/construction needs such as footer, basement, etc?

Your utility that owns the gas line will tell you and will likely come out and locate it precisely for you.
I guess that in the name of brevity I wasn't clear enough. They have marked it (22.5 feet from the property line) but I am curious from the actual gas line, how far should I come with my footer and how much room (toward the interior of the lot) would I have to leave to ensure that the construction folks can get there equipment in there safely?
I'm not trying to be a wiseguy, but I think you really have to ask them. If they have an easement, the plat of it should be recorded somewhere, but a lot of utility easements can be encroached upon as long as they know about it and it has their blessing. I'm just taking a shot in the dark here, because I've never had to deal with gas easements, but I have dealt a lot with phone, water and underground and overhead power and each utility I've dealt with has had their own little rule package.
One tip: Don't take the word of some desk jockey....get a field supervisor out to look at your situation and you'll usually get the straight skinny.

Reason why " How big is the gas line" Down here on the Gulf we got many propane lines coming off the rig going everywhere. Some are up to 36 inches. If its a big line, I do not want my house within a mile. If its a 3/4 plastic yellow line, I would pour a concrete driveway on top of it without thinking, The dirt will cushion a small line,
In response to the size of the line and the other questions thereafter. I have no idea how large the line is. Supposed to meet the gas man on the lot this week and will find out. That is a question that I had not intended to answer, but now will do so. You are correct that I only have 90 ft to work with, if the garage is on the left side. The county building code person (behind the desk guy) told me I couldn't build or place anything on the easement other than grass, flowers and shrubs. Will make sure that info is correct. What if I place a driveway over it and they later want to replace the line or repair it. Wouldn't that entail removing the concrete and replacing it? Thanks for your alls help.
It seems strange that you want to reserve the left side of the lot for a driveway and because of the utility easement you can't use the right side either. So your lot is only about 90 ft wide. Have you thought about putting the drive down the utility easement. Where I live the general rule is no buildings or large trees on utility easement but driveways are OK. Would give you 115 ft width for the house.
