Smoothing Concrete Floors for Repainting

We’re contemplating repainting our basement floor. The surface is very rough, kind of a pebbly texture, and we’d like to smooth it out beforehand. Is portland based floor leveler suitable for this or is there some other product that would be better?

A floor grinder like Brownie says. But yes, you could use a "self-leveling" floor fill, but you need to realize that it isn't really self-leveling.
