you didn't indicate whether you are going to stud out the walls, so I'll assume you're staying with the ¾" furring.
2 part spray foam will give you more R value per inch than fibreglas or cellulose, since you only have a nominal 1" space to work with. it cost more though.
if you are going to stud out the walls, then R13 fibreglas will be cheaper.
the foam is self sealing for air infiltration & moisture, the fibreglas batts need a vapor barrier.
In this space between furring strips, after removing all the FG, I would cut 1/2" foil faced polyisoanurate foam board, and use cans of spray faom to make fopr tight fits.
Then I would use the same sort of foam at 1" thickness to cover the whole wall righ over the furring. Then SR over that, using longer SR screws.
