When you guys are framing on a stem wall (on a garage, for instace) where the unfinished floor height might be 2-3 feet below the top of the block, do you frame in place, or somehow find a way to tilt the framed and sheathed wall up on the block?

We call those pony walls.... built on the mudsill, support the first floor joists. For us they are often short, maybe 24-36" studs on the short side and getting longer depending on the topography. I always lay out directly on the mudsill and toenail the studs in. Usually just nail in a row of them and then nail down the top plate(s). If the studs are too long to stand up safely, I nail in the corner studs, brace them off diagonally in two directions, add the top plates, and then nail in one stud at a time. I've never built a wall and stood it up on a mudsill, but you can often do that on the floor deck.
Yup, we frame and sheath 'em laying down. Toe nail and steel band (as you would a gable) the bottom plate of the wall to the sill. Tack on 2x "legs" to the top plate and kick 'em out just before lifting. Use 2x4 push sticks to counteract the leverage and also so you stand a chance when that stiff wind comes while lifting her! Proctor Wall Jacks make this a cinch. Just cut 2x lumber to the width of the garage (inside stem to inside stem) so you have something to nail/foot them on.
Now straightening these beasts.....that's where you really gotta get creative!
10' garage walls on top of a 3' foundation are no joke. THINK your way through getting it into position, don't try to muscle it there.

Perhaps my terminology is off - the walls are actually 10'. When I say "stem wall," I'm referring to the block wall above the footer, usually 2' to 3' high.

Are you strapping and tacking the wall to the sill after it's completed? Or are you strapping & tacking the bottom plate to the sill, nailing on the top plate and end studs, supporting with "legs" on the top plate, and then finish framing and sheathing?
Remember, no answer is too simple for me to figure out :)
