Best practices these days seems to be to use the bitinomous membrane (ice & water shield) between the roof deck and any sidewalls.
If this is done, is there any reason to still install step flashing? Why?

Id give up the membrane before I'd give up the flashing. Once the water got under the edge of the shingles, who knows where it would go or how long it would take to dry out? The idea is to direct water out and away as quickly as possible. The membrane should be only a second line of defense.

the membrane makes a nice base sheet & 2d line of defense.. but it will break down under UV so it has to be covered... the step flashing is still neccessary

For self peace of mind I'd do both the step flashing and the membrain.If at first you don't succeed...try again! After that quit! No sense being a dam fool about it! W.C.Fields
