It depends on the type of ICF. Lightweight stuff can be directly mortared to a Rastra-type wall, but straight foam ICF blocks are going to need metal lath screwed to the ribs and a base coat of stucco applied (and allowed to cure) before setting any stone.

Large head screws or washered screws hold expanded wire lathe to th eICF, then a scratch coat of mud, then your cultured stone and grout

Not to push a competitor's product, but JLC had an article with in the last 18 months describing doing just that - direct application of fake stone to icf walls.
I think the search function at JLC works so you should be able to find the article.
