My harvey Tru-channel storms just arrived at the store and I’m gonna start installing them. My window sills have some sort of sheet metal (I’m assuming Aluminum) wrapped around them which I presume was put on when the house was re-sided with vinyl by the previous owner.
The sheet metal ends where the storm window meets the sill but the sheet metal is not bonded in any way to the wood sill at the meeting point. I imagine any water that gets behind the storm would leave via the weep holes and then run under the metal, instead of over it and off the sill.
Before I install the new storms, should I seal (caulk?) the sheet metal to the sill, or is the way it is currently correct?

The aluminum is called trim coil. and it most likely is aluminum. there is a bendable vinyl out there as well (not so in your case). I would definately caulk the edge in with a good silicone caulking before installing the storm window. good luck.
