I don’t think the painted T1-11 makes a difference but I wouldn’t use chicken wire. Consider using expanded metal lath and 3/8″ stand offs or furring strips so the lath gets imbeded in the stucco.
BTW I hope youre not going to use regular mortar as stucco material.

I have T-111 siding on my house and want to put stucco over it. I planned to apply the stucco in the traditional manner (paper, chicken wire, stucco). Will the fact that the plywood is painted give me any moisture problems or is it a good thing?
