Subfloor repair

I have a rental that has been trashed. The renter had cats and the subfloor, a fiberboard, is soaked with urine. Is there anything I can use to get rid of the smell? If so, can I then install 1/4″ luan over it and start anew? If not, am I forced to rip up the subfloor and replace. If thats the case whats the best way to do the job? Thanks,
