question: My question is about primers and sealants. A couple of years ago a
primer was applied to one of our otherwise bare cement basement walls. We are
unsure of the exact product name but have foggy memories of something in a white
can with’1-2-3 primer’ on the label. This product was a stain inhibiting
primer(not sure if it was a tannin blocker- but chances are that it was).
Now, we wish to treat the entire basement thoro-seal and are concerned with the
condition of this one wall. Will the old primer inhibit the sealing properties
of the thoro-seal? if so, how would one remove the old primer product from a
porous cement wall?

The primer was probably Zinsser Bullseye 1-2-3, which is water based. It clings very well to any surface, so its removal won't be easy. What's Thoro-Seal? Must not be too common, but if it's meant to chemically react with the masonry, as many are, you'll have to get back to bare cement or block. Strip and scrape away.

Dawn, I have used Thoroseal many times on both the inside and outside of foundations. It's a good product, but I'm sure it's only supposed to be applied to bare concrete. Exactly what kind of a problem do you have that you want to apply a waterproofer to the inside walls??
