I’ve got a job where I’m tiling a room in a basement that has a painted concrete floor. I’ve already stripped off one coat of poorly applied latex paint with a chemical stripper but the other layers (probably 50’s era epoxy paint) are holding very firm. Can I just rough up that paint with a thorough sanding or do I need to go down to bare concrete? I guess stated another way, will thinset bond to a painted surface? If that’s not the case is there a recommended bonding primer to apply prior to setting tile?

I would rough up the old hard paint and use Flexbond thinset. I've tiled over cracked concrete pads using isolatiion
membrane, which is some sort of vinyl. Thinset sticks very well to it , so it should have no problems bonding to old paint.
