I have used 2 layers of W R Grace Bituthene, its the thick vinyl with a sticky tar backing. The roofers use it to prevent ice dam leaking. The deck should have a little slope and make sure the mortar under the tile daylights out so any water in it drains out. The membrane should go under the sliding door track, also up and under any stucco or siding paper. Look under all the Beach homes in Southern Calif., a lot of them leak. Some leaks are the fault of roofers, plasters, framers, electricians and plumbers.
Thanks for the information! We've done an open deck over living space (epdm/sleepers/decking) before but the tile adds many more considerations - your method sounds good. The engineer specifies low weight concrete floor topping? I'm assuming this is something to be used in place of tile (which they want).
