I am stuck I finished the stairs now I need to run 3-1/4″ base along the stringer. How do I make the transition at the bottem of the 45?

Run down, 22-1/2 deg miter to go around the corner,
next pc, 22-1/2 on the right to mate up with the previous,
45 that pc down towards the floor, another 45 to run to the casing.
The one at the landing is roughly the same, can't pick up the detail in the fuzzy picture. But it's just a matter of bisecting the angles. Use a block of the base to make light pencil lines indicating the top of the base to help you measure. Or cut, fit and then scribe for the next cut.

It is not possible to turn a corner from rake to level with the same size trim. It must transition to level before turning the corner. Bisecting the angle at the corner is 45° but bisecting the angle at the rake is 1/2 of the stair angle and level intersection .
As Piffin said full base would not be run up the skirt. Rip enough of the base detail so that it matches the base height at the level.
Exactly, that's why I asked if he understood.............as I confused myself in the process. The length of cut on the run down the skirt pc. would be longer than what's run around the corner. So, you either buy taller base and cut down to fit or you start out with a ripped pc. that would mate up with the horizontal size.
Pie shaped turn at the wall corner, then 45 down to the floor.
The 22-1/2 deg. I should have called the bevel cut.
