My house, built in 1959, has 3 inches of old insulation in the attic that was installed upside down, i. e. with the paper side up. I would like to install more insulation, but I am wondering if I should remove all of the old insulation before I put in the new or can I leave the old insulation in place and just put in the new over the old with the paper side down? I should mention that I live in a dry climate (Reno, Nevada), although we can have snowy, rainy weather at times. Also, the paper backing on the old is very brittle and breaks up when it is touched.

You dont want moisture to condense on the interior side. If you are concerned, slit the paper side, or poke it with a stick if its that brittle.
