Vapor Barrier in Basement Build-out

I am building a new shop in a walk-out basement area. I want to stud out the concrete walls, insulate, wire, and cover with drywall. I am confused about where to place a vapor barrier. A remodeling book said to place it on the concrete first. A builder friend said to place it just under the drywall, like you would in regular stick frame construction. What should I do?

Vapour barrier ( 6 mil poly) goes right under the drywall. The moisture barrier (15 pound tar paper) goes up from grade to the floor against the concrete to keep any moisture migrating through the concrete into your wall assembly.

With poly under the sheetrock the studs and any insulation can gain a lot of moisture from the concrete. Roofing felt lets moist air pass through so I don't see how it helps on a foundation wall.
Better is to put the poly on the concrete side and insulate with at least an inch of ridgid foam, sealed along the edges. Then fiberglass if you like. No other barrier is needed since moist air can't get cold enough on the ridgid foam to condense.
