I’d like to hang vinyl siding on my concrete block garage. I suppose I could put up furring strips, hang plywood on that, and nail into the plywood. Is there a better way to do this?

The furring strips is the right idea but you can hang the siding on the furring strips and you do not have to put on the plywood then siding.
