buildign an 8’x8′ fountain next spring — concrete bottom and footing with 8″ block walls – besides parging the interior sides – what kind of a coating can I put on the parged sides to make it water proof? Do not want to go the EPDM route — want to have more a swiming pool kind of side —————- thanks

Tradition is to water proof with a slurry of straight Portland cement and water. Not so much a parge coat. The stuff is, from observing the masons, smeared into the grain with a rubber trowel and/or a stiff brush, depending on the roughness of the surface. Once dried this, according to the mason provided a water tight surface but it was reinforced with a UGL pool paint type product just to make sure and to provide a pleasing color.
If you want "swimming pool" then why not think like a gypcrete pool installer and plaster the interior. Tint the plaster if you like.
