I live in the Midwest and am building an addition in which the new basement is lower than the existing basement. I know how to underpin the footers to my new foundation but my question is about water removal below the existing drain tile. I don’t like the idea of a sump only option and digging around the whole house is not an option so does anyone have any ideas here?

Dig the hole deeper than needed, then backfill to the proper depth, using potash as the fill material. That should dry just about anything out.
Of course, it will cost way more than the options that you've already eliminated.
