I have a few old single pane windows to replace. Right now they offer water a convenient way to get into the basement due to a concrete slab that surrounds the house right where water drips off the eaves. Water drops, splashes off the concrete against the window and, viola, an indoor wading pool!
I suspect there isn’t much I can do to avoid this water problem (I’ll be putting seasonal gutters up to direct as much water away as possible). So what is the best way to seal a new, ground floor window to prevent as much water as possible getting in? Flashing tips? Silicone by the shovel full? Any advice!

U mean like replacing them with portholes?
There are plastic bubbles made to cover the wells around such cellar windows. i forget what they are called, but lumberyards and lanscape outfits have them available.

I don't think that's what I'm after. The window opening is right at ground level, or maybe an inch or so above the concrete slab that surrounds the house.
OK then, after you paint and repair, get a piece of plexiglass cut to fit over it, and seal it in with caulk and drill a few holes fro screws to hold it in place.
