What is the best method of waterproofing a foundation in an area of not-too-many water problems (well sloped, rare heavy rainfall)? Should drain tile be in the middle of a bed of rock and all rock wrapped by landscape paper, or shoud paper go on top only?

m. i put the fabric on top of the tile, all in stone. key is to locate the tile next to and below the footer. mortar a champfer at footer to foundation to sweep the water off the top of footer. and most definitely backfill with stone. i am in a heavy clay area so any hole acts as a basin. no perking around here. hope this helped.
*My septic was approved without a perk test, great soil with lots of natural gravel. It used to be under a lake many, many years ago. Basement is a complete walkout on back side (with a million dollar view of Flathead Lake and the Mission and Swan Mountains).
*glass is an important issue on that side. does it face south? that would be a lucky break. you're a lucky guy.
