The floor of the second story deck should also be T&G.

*b TVMDCBrian, A little more info would be mighty useful. For example, is this a retrofit or is it new construction? Next, do you have at least 1/4" per foot slope on the deck, any railing posts burried in the deck, what size, etc. As for the deck sheathing, it should be at least 5/8" ACX plywood, not T&G (Sorry, Pete). Normally the plywood is laid perpendicular to the joists. The long edges should be fully blocked prior to laying the plywood. Glue ALL joists and blocks (I use a full cartridge of liquid nails or MD exterior glue per 4x8 sheet)and nail with 10d Hot Dipped Galzanized Ring Shank Nails if you can find them or type 304 Stainless RS available from McFeelys mcfeelys.com. The item you want for loose nails is RS4-1030, 10dx3", about $.10 each or for colated strip nails it is B01-H300 3"x.120" for a box of 1000 @ $60.08.There was a previous thread about waterproofing which has extensive details about using an Acrylic and Fiberglass System which you will find here, starting with post #8.
