I see evidence of water retention in the airspace above the 12″ brick ledge and 8″ block course behind the brick veneer.
Would you add weep holes above and below (protected) grade in brick veneer to aid drainage?

CAREFULLY HAMMER DRILLJUST A TAD DEEPER THAN THE THICKNESS OF THE BRICK. i'D USE ABOUT 1/4 INCH BIT
About 8 inches apart or so.. at he lowest point you can.. then because you don't want critters to make it thier new playground stuff either bronze wool or some form of plastic mesh in there

I used a 3/8" and punched them carefully, at an upward angle, below the window ledge and above finished grade.
I just don't feel good about holes below grade...

Is the brick laid on a flashing membrain?
Frenchy is right, but if there is flashing behind the brick (should be), be carefull you don't puncture it. That would make matters worse.

Ain't no flashing on this house.... 'cept where I've been.
This is below both grade and first floor framing by several bricks. I guess they felt ok with no flashing. :(Troy Sprout
